If you only want to list all artists that have songs of a specific rating, the Custom Browse plugin is the way to go. It's possible to configure it so a particular menu is shown on the same menu level as the standard "Albums", "Artists" menus.
The Custom Browse "Ratings" menu has a "10 grade scale" option that makes it possible to show ratings as a 1-10 scale and thus make it possible to select a specific half star rating. To move a Custom Browse menu up to the main browse menu you need to select the "Show in browse and home menu" checkbox for it in the "Enabled menus" section of Custom Browse main settings page. However, if you are looking for a search function I don't think there is a solution available.
