SrvrPowerCtrl is not (yet) an 'applet' and so doesn't show up in the applet installer. With SBS 7.4 and newer, in order to 'see' the SrvrPowerCtrl menu on the Controller, you have to go into the Controller's settings menu and adjust the main menu options, adding either 'Extras' or 'Server Power Control' to the main menu.
PS: please make sure you're using the 'beta' version of SrvrPowerCtrl if you're running SBS 7.4 or newer.
