It is not too dissimilar with Linux and the root account. 

MC: I would not turn UAC off, it is a last wall of defense. You would
not run a linux box under the root user either.

The reason the headless version of UAC does not see the default.m3lib
is that it runs as a system service. Therefore, there is no way for it
to determine which user has that default.m3lib installed. If MIP was
still maintained, perhaps it would be something that was addressed in
the way the client creates a user directory... but sadly, it isn't :)
