There's an album artwork id, that's what iPeng is using. iPeng is NOT using the individual track artwork for thumbnails, only for NowPlaying. Using individual track artwork would put prohibitive load on communication, cache size on the phone but especially for rescaling requirements on slow servers, even the scheme used now can keep a ReadyNAS or similar busy for half an hour or so after a "clear and rescan", requesting up to 10 times as many thumbs is not an option.
Plus a lot of the caching in iPeng would not work any longer.
