Aren't the BPM tags scanned by the standard scanner into the tracks.bpm
column ? Do you really need Custom Scan to scan them ?
Try executing this SQL statement, either with your favorite SQL tool or
by installing the Database Query plugin and creating a "Free form
query":

What does it return ?
The general plan should probably be to create a playlist in SQL
Playlist plugin that takes a bpm parameter as input. The "Random for
rating" playlist type can probably be a good start if the bpm is
scanned by the standard scanner into the tracks table. If it isn't
scanned by the standard scanner it gets a bit more complex because then
you also need to join with the customscan_track_attributes table to do
the filtering.
By the way, how did you get the BPM tags into the flac files ? The last
time I checked there was only BPM calculation tools available that
supported MP3.
