Only if you have a copy of the old iPeng.ipa file. Usually iTunes keeps copies of these. Or it could be in your trash bin. If you have it, remove iPeng from ITunes, drag the old "iPeng.ipa" file into iTunes, delete iPeng from your device (on the device itself) and sync it back onto the device using iTunes.
