I now installed libFLAC in case that's done by (apt-get install flac).
The problem with the endless prompting to Restart now still remains.

Is there something that can be done to re-download the installation
file? As I mentioned, the Spotify plugin is not present at all on the
plugins page, so I can't select nor deselect it.
Can I edit some file so SBS doesn't know it's in the middle of
installing a plugin? Perhaps then I could restart the download &
install process.
