Restarting is required because TrackStat and Custom Scan (if you use
that) only adjusts its tables at startup. SBS changes the collate
settings immediately when you change the language setting but I don't
catch that event in the plugins at the moment. So if you don't restart,
you will get a mismatch between the TrackStat/Custom Scan tables and the
standard SBS tables resulting in collate error messages.
