OK, I've just committed version 20110322.195251 to the repo.  I think
it fixes those two bugs.

The new version ought to: 

    
- Not bomb if there are no players currently synced
- Locally power off players before pushing to the alternate server
- Refresh the list of players on www.mysb.com faster if that's where
  the players have been pushed
- Not spuriously program a wake-alarm.
  
For now, while you're testing, I suggest you modify your custom command
so that it's just:

cli://srvrpowerctrl pushtoas

..that way you won't get all those instances of SCPowerTool.exe
launched.
