The image is very small. The fact that the WiFi logo is there doesn't mean much, 4.3 is having severe issues with WiFi which disconnect the whole stack or single Apps from the network. It's among the things 4.3.1 is supposed to fix (I haven't tried it on iPad, yet).
Does the situation recover if you retry (back out and re-enter the menu) after a minute? I assume other menus don't work as well, right?
