Have you tried the "Tags" menu ?
Or as an alternative customize your own tags menu based on the "Dynamic
Tags" template.

The "Tags" menu is a bit deeper and the other but it gives you the
possibility select what to browse next at each level.

If you want a more shallow menus as you describe, I think the easiest
way to accomplish it is to use the tag mapping feature in Custom Scan.
You should be able to define a virtual tag (Tag mapping) in the Custom
Tag scanning module configuration that is defined something like:
WORKORMOVEMENT=oneof MOVEMENT|WORK

And then create a menu which have "WORKORMOVEMENT" in the menu level
you like to be dynamic.

It's probably possible to do it in SQL also but I think that will get a
lot more complex and it will probably also result in poor browsing
performance.
