iPeng's party mode is pretty much what you are looking for except for the photo part. It allows a few more things but you can get it pretty restrictive. Also, one of the next updates (only next year, want to keep the iOS 3 version around a while longer) will allow an even more restrictive mode which only allows adding single tracks to the end of a playlist. Period.
