I can't comment on the technicalities of the process itself as I'm not a
programmer but I use MP3Tag to add/delete/update tags from my PC all the
time.

Yes, TrackStat does backups of its statistics every day to an XML file
but they would be no good to me if the next system I choose cannot
import them for its own use, hence the need to transfer the ratings as
tags.
