Was that ever there on iPad? In all other views I had removed it on iPad and it was only present on iPhone, after all, the shuffle button is just a tap away in the top left corner of the screen.
It's gone on iPhone now, too. As much as I miss it myself, it confused too many people. But all it was doing was really to turn the shuffle mode on.
