I can't test as I don't have win8 but it looks like a java installation issue since the javaw.exe is not "visible."
I think you should look for a more generic Java on Win8 answer as it sound like Java is not installed but residual files and registry entries makes Java install program think it is. I'd first suggest to see if there are java.exe, javaw.exed and javaws.exe files installed on your system. If they exists, Java is installed but permissions or other issues is the cause.(e.g. http://superuser.com/questions/479394/windows-8-hiding-java-exe-and-other-files-in-system32 ) - otherwise look to clear out the residuals.
