The Plugin is listed as ; PLUGIN_LMSNEWGUI (v0.5.1) 
SETUP_PLUGIN_LMSNEWGUI_GROUP_DESC  R.S.U
The directory structure is correct and the plugin.pm is located as
expected.
I did change the file and folder permissions to the LMS user, but that
had no effect.
