This and the stats you posted seem to indicate it's really the added
200px covers which are responsible for the increased size. I suspect
it's because LMS caches images as PNGs, even though the source is JPG
(See this 'post'

No, should be cross-platform (just execute it with a perl installed on
your LMS Win system on the cmd prompt, and pass an affected image as an
argument). 90% of the code is copied from the plugin, so it would be
unfortunate if it wouldn't run on non-Unix systems

atm, I still have no idea, so the script output maybe would help to
narrow it down. In general, file/dir names in Win are truly a mess
(remains of it's DOS legacy, plus file system confusions FAT/FAT32/NTFS
etc.)
