You can use both "artist:[artist name]" as well as
"artist_id:[artist_id]" parameters to get the artwork.

Just thinking out loud, would it somehow be possible to use this also
for online services which doesn't provide artist images by themselves ?

Sure, you can use it anywhere, as long as you have an artist name. I often check the url handler in the browser.

For example in Triode's Spotify plugin ?

If he wanted to add it, sure. For the official plugins it's not possible, as all the handling is done on mysb.com, and LMS doesn't have any idea what kind of menu is being returned.

Can a third party plugin just issue a call to "musicartistinfo
artistphoto artist:elvis" even if there is no Elvis music in the local
library ?

Yes. Pre-caching doesn't help then, of course. But for single URLs this shouldn't hurt. Full lists of unknown artists can lead to timeouts on the client though.

What about the url scheme, is there any way to request an artist image
using a url based on an artist name (instead of artist id) ?

/imageproxy/mai/artist/elvis/image.png
