The method you described should work (provided you clicked "Apply" and restarted the server) - the de-installation is the server's responsibility, the plugin isn't involved in the process. The last resort would be to manually delete the plugin's folder in LMS' cache directory ( cache/InstalledPlugins/Plugins/LMSnewGUI)
