Yes, iPod touch 4G works with the old iPeng, that's now my iOS 6 test
device.
Performance is really OK, it should be a bit faster than the iPad 1 but
then most of the performance usually is really determined by the server,
not the device itself.

Also, all of the playback functionality works with the iTouch 4G.

The only drawback really is that you can't get iOS 7 for it. That's a
bigger limitation than it may sound at first glance. From tomorrow on
Apple demands that Apps submitted to the App Store are built against the
iOS 7 development kit and since it's not so easy to build Apps that work
with both the new and the old UI you can expect that a lot of Apps will
from now on drop iOS 6 support.
It's probably not as bad as with the iPad one where today most Apps
don't run anymore because it's so limited on memory (it has the same
amount of RAM as that iPod touch you are planning to buy but iPad Apps
need much more memory due to the larger screen size) but it's not up to
date.
