The problem for companies like Pandora is twofold:
On the one hand they have their security concept they are agreeing upon
with their licensers. This usually means they are not willing to give
away API access into things not under their control (at least through
contracts).
On the other hand _everybody_ wants to work with Pandora. If they allow
thousands (and we are definitely talking thousands) of companies access
to their APIs they'll need resources to support it. For example,
whenever they make a change they'll have to make sure it's also
implemented by all these companies correctly because otherwise they've
got pissed customers and it's their customers as well as the partners'
customers.

Spotify used to have a more relaxed attitude to a certain degree when
they were still growing and then they released their libspotify which
kind of encapsulated their API and held their support effort low. But
let's be clear: the Spotify plugin is a specific exception and it's also
tolerated, not officially supported by Spotify!
