No, because iPeng doesn't pre-cache album artwork. The library data itself doesn't take a lot of space, that's only a few MB. Artwork thumbnails get cached when you use them, e.g. whenever you scroll through your library. They are being cleared when you do a server-side rescan or you flush the cache in iPeng. Artwork thumbnails for remote albums (Spotify, Deezer,...) get cached whenever you show them first and a certain percentage of these is cleared on every launch so that the cache doesn't grow forever.
