Great then at least it was in the list and working 6 months ago :) I dont have his repository added manually , that should not be needed . But to the OP can you see the plugin in your plugin list somewhere in installed or uninstalled plugins "Playlist Manager (v6.0)" If indeed the plugin does not exist in the plugin list or can not be installed from there maybe you should contact philip meyer about that . If the repository is broken as michael suggests . I to start to think its currently broken i attempted to download the zip files and go to his website directly none of that seems to work .
