Unfortunately it looks like that web site is not available at all locations (countries?). It works for me - I did have to make one adjustment because they changed the format of the output data, and earlier this year I wasn't able to access the site for several days. I haven't found a good alternative for determining the moon rise and set times - there have been requests for several years for weather underground to provide in their API, but it's not there yet.
