No this is a BBC issue. Because of similar issues I have been monitoring BBC live services (outside the UK) and found that I think due to load sharing the BBC can take a long time to response to a http GET to get next piece of audio. The delay can be as long as 3 mins !. The timeout on LMS for a GET is usually about 3 secs ( Radio station Timeout setting) - if no reply within 3 secs then you usually get the "Couldn't resolve IP" error.
