We're planning for Plum to have full I18N, G11N, and L10N capabilities in
V1.4.  It will be an "injectable" module that people will be able to install
during the New Project Wizard.  In fact, I just finished designing the
database portion of this tonight while it was on my mind.

Starting with V1.4, Plum will ship with English, Spanish, French, German,
Italian, and Russian, plus the ability to add additional languages.  From
the moment you install a new Plum project, you will be able to choose any of
these languages and have the site appear in that language (similar to having
the starter content there from the beginning).

I will need some fluent volunteers for Arabic, Hebrew, Chinese, and Japanese
before V1.4 even though Plum won't ship with those languages already built
in, because I want to make sure we're at least able to basically handle the
right-to-left and Asian languages properly.
