I don't know if this is intended behavior or not, but I just noticed
that the Environment.cfm file does not get generated when you execute
the Install Plum Framework option from the Utilities menu.
I noticed this because I decided to blow away a project folder and have
Plum reinstall the framework instead of destroying the project file and
going through the New Project Wizard again.
Everything else appears to be in place.
