The major energy companies don't always use their own vessels to move a
cargo from point a to point b. Some energy companies don't own any vessels
(ships), but have to rely on other companies who do to move their cargos.
Inspectors come in and vet or carefully inspect a vessel to ensure it
complies with standards, is in good operating order, will hold the cargo
capacity advertised by the vessel owner etc. Each voyage represents
million of dollars in investment, so these companies maintain a list or
database of vessels they will or won't do business with. The system
mentioned in the article allows Sunoco folks to check the vetting status
on a vessel before they potentially charter it.
