Move the welcome message to the top. leftnavbar.cfm

I like the standard menu

Under the standard menu create an application specific menu.
The title and url stored in the db. An interface in the admin section to
add/edit/delete. Would also be great if you could set security groups that
can see them.
Example:
View Bugs -> localhost/bugview.cfm
Add Bug -> localhost/newbug.cfm
Bug Reports -> localhost/damnbugs.cfm
