I see this at the top of the html source:

href="/marylandPro/layouts/Standard/styles/printstylesheet.css"
rel="stylesheet" type="text/css" media="print">

        <script type="text/JavaScript"
src="/marylandPro/layouts/Standard/js/Layout.js"></script>

How do I set the media="print" when I wrap cfdocument tags around a pages
code and the resulting page is called from a browser?

<cfdocument format="pdf">

...

Page Code here

...

</cfdocument>

It's all handled automatically by the browser.  That media="print" attribute
on the <link> tag tells the browser to engage that stylesheet for the
purposes of printing.
