A script needs to be created to package the binary release of Pluto 1.1 under
Maven 2.0. The binary release will include Pluto 1.1 installed inside of
Tomcat. Part of this packaging will include the addition of a 'pluto' user to
conf/tomcat-users.xml and an emptySessionPath="true" attribute to the port
8080 Context element in conf/server.xml
