Since there appears to be no objection to the release from committers, I'm going to move forward with it.

Thanks to Carsten for adding Apache license headers to the files missing them.
We now are ready to release the Pluto 1.1 beta1 distribution found at:
http://cvs.apache.org/dist/portals/pluto/v1.1.0-beta1/
The beta1 distribution passes the JSR-168 TCK. There are two testsuite tests that fail. One is the portlet maximize mode (see http://issues.apache.org/jira/browse/PLUTO-232) and the other is the session timeout test (see http://issues.apache.org/jira/browse/PLUTO-234). I feel that both of these failures should not stop release of this distributions.
This is a call to vote on this distribution.
