They are contributing code that builds on our current code base. I do not
see why it has to go through the incubation process. Like Tomcat, which revs

The big difference is that "they" in the tomcat case, is apache
committers. Here, we don't know who "they" is, and "they" are working
in the close, without communitty vetting of the code, and ignoring the
apache rules absolutely
