Custom WindowStates and PortletModes do not work with tag library (in Pluto 1.1)

This bug was fixed for 1.0.1 (see PLUTO-97) but remains unfixed in 1.1.
The affected classes are BasicURLTag (where TEI is defined), RenderURLTag and
ActionURLTag in package org.apache.pluto.tags.
The solution implemented in 1.0.1 was to always do new PortletMode(portletMode)
or new WindowState(windowState) instead of looking it up from TEI.portletModes
or TEI.definedWindowStates.
If that solution is ok for 1.1 I can submit a patch.
