I took a look at this but couldn't replicate the buggy behavior. I'll
take another crack at it David if you can provide more details on how to
replicate the behavior.
I deployed a portlet into 1.1.0 trunk with a single
<supported-locale>fr</supported-locale> element but did not receive an
MRE; the portlet simply displayed in english. I had the desired locale
of my browser (firefox 1.5) set to fr.
