Because the typical place that this jar is deployed is into shared/lib - it
means that the castor.properties in this jar file end up touching other uses of
castor across the system.
In 1.1.0, this ar did *not* have a copy of castor.properties.
This file completely breaks's Sakai's use of Pluto 1.1.1 - removing the file
restores functionality. I am guessing that the fix is not that simple.
