We need to automatically include NOTICE and LICENSE files in release artifacts.
http://jira.codehaus.org/browse/MRRESOURCES-21 tracks a patch planned for the
Maven Remote Resources plugin which should enable this functionality without
pulling in the entire Maven Remote Resources plugin like I did in PLUTO-349.
