When developing a portlet application against the Servlet 2.3 spec and using
the taglib uri:
<%@ taglib uri="http://portals.apache.org/pluto/portlet-el"; prefix="portlet" %>
The <portlet:param> tag does not evaluate EL expressions for its "name"
attribute. I'm including a patch to fix this.

I'm re-scheduling this for 1.1.5 (from unassigned), since the 1.2.0 branch
doesn't need to support 2.3 web applications (as far as I know, please correct
me if I'm wrong).
