I just want to confirm that
/pluto-container/src/main/resources/org/apache/pluto/core/impl/LocalStrings.properties
isn't used though it does have better messages for many of the
exceptions. I created an issue for this
https://issues.apache.org/jira/browse/PLUTO-476 with a merging of the
LocalStrings.properties files to provide better exception messages. I
just wanted to double check that I'm reading the code correctly before
making the change.
