Tomcat fixed a JSP spec compliance bug in 5.5.23 and 6.0.16 that requires
quotes used in <%= %> blocks nested in JSP tags to be escaped:

The testsuite JSPs use this approach in several places and fail to compile on
these versions of Tomcat
