It's a small Acer. It's a sealed unit that is small enough that I doubt there 
is a separate fan for the motherboard. The fan is fairly loud. Under Windows 7, 
Resource Monitor shows both the CPU use and what speed it's running at. 
Whenever the CPU goes over 1/2 the speed goes up and the fans get loud. I can 
deal with that when I'm working, but I'd like them to go idle when I am not 
doing anything.

I'd even be willing to disable one of the processors manuallly when I'm not 
working, but I get the impression that the disable command just turns off 
interrupts rather than actually stopping the processor.
