I think so.

On my Tecra S1 (ATI mobility 9000 video) is keeps on 
sending output to the text console, after display at 0 / vgatext
has suspended.

For my Tecra the console remains usable until it sends the
system into S3STR sleep mode via ACPI and removes power
from the CPU.  And the system's BIOS restores / initializes
enough on resume from S3STR sleep so that the console is
usable right after waking up.
