Many of these types of issues end up being a BIOS bug which
is fixed in a more recent BIOS version.  Does this system
have a recent BIOS?  If not, updating it might allow the
system to use p-states.

Another workaround is to disable Frequency Voltage Scaling
in BIOS if there is an option for it.
