Log Message:
* Implemented a new sampling_rate primitive to report on the sampling rate
that has either already been applied (if renormalization was configured)
or should be applied to counters. This can help especially in hybrid
scenarios where some nodes are trusted (ie. sampling rate is taken from
NetFlow) while others are not (ie. sampling rate is defined as part of a
sampling_map).
