* bgp_daemon_msglog_file: in line with all log files, SIGHUP now causes
re-opening of log file(s). SIGNALS doc updated.
* bgp_daemon_msglog_file: bgp_peer_log_msg() interface optimized. Also,
calls to gettimeofday() have been reduced to one per BGP message.
