As a TimescaleDB user (even if in a different environment, not pmacct-related) I second Paolo's message, confirming that Timescale is agnostic in terms of client-libraries and that if you want to interact with it, you have to rely on _COMMON_ Postgresql client-libraries. So, nothing should change, in your case, pushing PMACCT's record to it, via common Postgres client libs.
