Could you explain in more detail what you wanted to achieve with the modifications, what they are doing, what has been modified?
Data files outside the web dir is a normal Mapserver functionality, one just has to specify that in the map file. What were the problems with this approach? If you want to swap to another map file, you have to update/recreate the session anyway. what is the advantage or reason of your approach? The problem with moving more and more configurations to the config.ini is that it gets blown up. It's already a bit difficult to read the current structure.
