create a reference map with the correct size you want. It's recommended 
anyway also for a better-looking display of the ref-image on the Web 
site.  Resizing algorithms of image converters/editors produce better 
results than the rescaling capabilities of browsers.

PS: for a complete description it would be worth to mention that this 
behaviour just happens for HTML print output, not for PDF.
