What happens if you specify encoding="ISO-8859-1"? In most cases
shapefiles are not in UTF but in a ISO-8859-  encoding, or Win1252
(which s virtually identical to ISO-8859-1.

The search result is correct because you do not run the search on the
text you see (DESCRICIO) but on the hidden value (NUM_ITI).

I think I will have to make some more testing with encodings for
options/suggest.
