That's exactly what *groups* are for (categories are for thematic 
grouping). Add both layers to the same group and they are treated as a 
single layer in the application.

Just make sure that they both have semantically similar and the same 
number of fields (RESULT_FIELDS) for query/identify. For the field 
headers (RESULT_HEADERS) in the application the ones defined for the 
first layer of the group in the map file is taken.
